US FinCEN issues virtual currency guidance
The U.S. Treasury's FinCEN classified virtual currency exchanges as 'Money Services Businesses (MSBs).'
The FIN-2013-G001 guidance specified that businesses buying, selling, or exchanging bitcoin bear anti-money-laundering (AML) and know-your-customer (KYC) obligations. This was effectively the first turning point where the U.S. began treating Bitcoin 'within the regulatory system.' It became the starting point for major exchanges such as Coinbase and Kraken to build out licensing frameworks.
